In 1999 Clinton paid $2.3 million to four law firms for legal services related to Whitewater and impeachment.  He still owes $4.3 million.  The payments came from the Clinton Legal Expense Trust.  Clinton reported the amounts as gifts.

Richard Nixon was permitted to resign from the california Bar with an admission of wrongdoing.  New York refused a similar deal and disbarred him.
